You will have to check the motor start circuit.
I am assuming that the that there is no noise etc. when you try to start it. Also that you checked L1 to Neutral at the terminal strip in the unit and it was 120 volts.

If you set the timer to timed dry mid cycle the timer should advance.
If not then it is probably a power problem or the L/M contacts in the timer are not closing.

To check the motor circuit.
Unplug the unit.
Set the time to mid scale, auto heat mode. Attach one meter lead to Neutral on the power cord and leave it there.
Use the most sensitive meter scale and short the meter leads together before starting so you can see if the meter has a zero offset.

Now measure to both sides of the thermal fuse, both should be 0 ohms.
Next 1 on the motor, should be 0 ohms,
Next 2 on the motor should be a few ohms. The motor windings resistance.
Following readings should also be this.
Next S on the timer.
Next M on the timer., should drop to motor resistance when the start button is pushed.
Following readings are with the start button pushed.
L on the timer, should be motor resistance
L1 on the power cord, should be motor resistance.
