push the putton for the oven and the lights come on and shows it's preheating and it the element doesn't heat up. the broiler fuchsion does the same

Do the stove top elements work correctly?
If no it is probably a power problem.
If yes then your control board is probably shot.
I would unplug the unit and check that the wires to and from the elements and line cord are OK. Could be one of them that is common to both elements is burned off.

i checked for burned wires and they all look good, checked continuity of the elements and that seemed good. have power to the elements and coming out the other end. stumped at this point.

You are probably checking the power to the elements incorrectly.

You will see in the wiring diagram that on side of each element is connected to L2 out on the control board.
This may have 120 volts on it all the time or whenever the oven is on..
Then the other side of each element is attached to a control relay (switches in L1) on the control board.

FYI: The elements run off 240 volts and do not use Neutral/ground.
The way it works is that you have two 120 volt supplies (L1 to Neutral and L2 to Neutral) these are 180 degrees out of phase. So when one is at positive 120 volts, the other is at negative 120 volts. So you end up with 240 volts (L1 to L2) and this is what powers the elements.
