Had this dishwasher about 3 years. Stopped draining yesterday. It is absolutely silent during the time that it would normally drain. (At the beginning presumably since it has sitting water.) Can I assume it isn't a drain issue and is either drain pump or control panel?

I would also conclude this since it is totally silent during a drain cycle.

Check the power at the pump when it should be draining.
If you have 120 volts and the pump is not running then the pump is toast.
If there is no power then it is the control board or the wiring from the control board to the pump.
