Low AC voltage to defrost heater in defrost mode.
1. Thermostat Closed when Cold open when warm.
2. Resistence across heater is 21 ohms.
3. Replaced defrost timer. Still not working. Plus checked switching of old timer and was working properly according to diagram.
4. Connected defrost heater without thermostat still won't work. In defrost mode
5. In defrost mode(turn dial on timer, fan and compressor off), checked voltage to heater. 3V AC.
Is there anything else I can check or any usual area for a fault?

Sounds like a bad wire or wire connection feeding the defrost circuit. I suspect getting a DVM out and tracing wires (both N & L1) back to their sources to see where the problem lies.
