I have an older Kenmore side by side where the top is warm and the bottom is freezing the food on both sides. I have adjusted the temperature and air flow controls and nothing changes. If I put the temp to the highest and all the air flow to the freezer the same problem is experienced just a little colder. Checked that the air is flowing but am wondering if perhaps the fan fails, is shutting off after running for a short time or if something else is causing the problem.

Remove the rear cover in the freezer and check how the evaporator coil is covered with snow. The evaporator fan should run as long as the compressor runs. Post the results.

I removed the rear cover and there is no snow or ice build up on the coils. The fan "appears" to run and will turn freely when not running.

Sorry for the delay. If the evaporator coils are clean then the problem is with the sealed system. It could be low on Freon or the compressor has low capacity and has to be replaced. In both cases it has to be verified by a certified technician and can be very costly to you.
