My RCA washer model# YBXR2070T8WW keeps filling till overfull on the soak cyle only. It fills correctly at start and goes through the wash cycle it drains and spins normally till the soak cycle, then fills and keeps on filling and spills out on the floor.

Noremally this is a problem with the water level switch or the tube going from the tub to that switch, but based on your comments that it is not happening all the time I think the timer is more likely the problem.

if i unplug it from the wall the water stops... plug it back in and the water starts running again. I also thought timer problem because the first time it did it the water ran for 3 hours and the dial stayed on the soak line the whole time. if i turn it off and move the dial to spin then it finishes correctly

That means the problem is electrical, not with the valve assembly. Try replacing the timer.
