It looks to me like the clothes mover on my Whirlpool Washer is not working properly. When I open the lid, I know the agitator is moving back and forth, but sometimes the clothes mover does not move at all. When I take off the softener dispenser and the plastic cover below that, I see what looks to be metal teeth on an outer ring. When I move the clothes mover, 4 plastic parts come out and hit these teeth, but don't engage. Is this the problem?

They are almost certainly the problem. Change them out for a very low price and you should be back in business. They are called cams or dogs.
