I can spin my agitator back and forth. When I remove the dispenser and look down inside it looks the part referred to as agitator dogs are worn out. Would this cause my washer to not agitate very well. It agitates a little but not like it used too. I am looking at the agitator repair kit with medium cam. Is that what I need? Plus is it fairly simple to repair...no special tools.

Sounds like you need to replace the dogs.
Very cheap and easy to do.
