I put my oven to preheat for 350 degrees, but for some reason it wouldn't heat further then 140 degrees.
I did some research and come to find out it's possible the bottom element.
Then today my wife stated the stove top burner weren't working, she had to put them on high for them to burn; then they stop working all of sudden.
My question: is there a safty mechenism that will shut down the stove top or is it two separate issues that's i need to repair. Or is it just to deal with the lower element.
With the directions can anyone replace the lower element?
Please advise thank you!

I suspect you have a power problem. Check the back of the range. Pull the range out and unplug it. pull the panel where the powere cord connects at the terminal block. look for a loose red or black connection where the plug wires screw in to.
