I have just replaced the circulation fan in the freezer but the fan still does not come on to cool the lower fresh food section. what else could be wrong?

This unit is actually a GE and are a royal pain in the you know what.

So odds are that you will need a new control board.
Also check the thermistors.

GE likes to keep everything a secret but here is a manual for a side by side that basically uses the same electronics as yours.
