It could be that the brake is locked up.

Yes it's in the transmission area. If you look at the breakdown- part 21,22 & 23. #23 is probably rather rusty which can cause the whole thing to "lock" up. But you probably should inspect all the parts in that area.....to for warn you they are a pain in the rear ( just our opinion)

i have the tranny out and removed the brake and dont see nothing visible. spring looks ok . the drum was spinning at one time and as it spins it would stop and start back up again and spin. when she was done all the wash it was locked up and i couldnt spin the drum by hand.i just want to be as specific as i can. what is there visibly to see on the brake that causes it to go bad. also i inspected the brake and drum and the drum is shiny on half the drum. like it was eather cocked to one side and braking on half the drum. the brake look fine they dont look worn at all.

i checked the cam and dont see no visible wear. i put it back together and the brakes are not locked up like it was before. there is a minimum drag on the brake.when you turn the cam manually it releases the brake and there is no drag. do you think the cam can be worn.

It's very possible, try it for a load or two and see how it does. Then if nessessary try changing the part.
