Most Whirlpool agitators have what is know as a "clothes mover" on top. It usually has a lid that pops off and a 7/16 bolt that holds the agitator down inside, plus four agitator dogs and a thrust washer. If you can supply your model number, I can probably give you more exact instructions.

I figured it out. The agitator clutch dogs are worn out. Thank you for your input.

We have a Whirlpool Style Master top loader about 13 years old, with the same problem of top of agitator not moving. Service man has quoted $100 to come out, deductible from estimated repair bill of $250.00 for agitation problem, "if it's easy". Is this reasonable? From this thread, it appears user doable, but we're two ladies of a certain age, and while handy, definitely not appliance repair savvy... thanks. Model # is 421-7141 Rev.A super capacity One Speed LSR6132EQ that's all the info I could come up with, Cat
