I have problems with the evaporator fan. I replaced the old one that I tested out of fridge that did not run. The new one is not running. I pull the wires and tested the voltage. I get a 120v to ground but if I test from eac side of the wires with fan disconnected I get 64v. Everything else seems to be working okay. I've looked at the wiring and there does not seem to be any breaks in the wiring.

csteven,
You might check the new fan motor. Use an ohm meter( Set at Rx1 ) to check it for resistance. Be sure to remove wires from both terminals. If no reading is indicated then it needs replaced.
Also if the fan blade doesn't spin freely then the motor is defective.
Other than that you will have take your wire diagram and check continuity between each point to see where the power is not able to get through. ( Please note: No power needed to test )
