Here are your parts
Replacement parts for General Electric DBB5000EF0GG Electric dryer | AppliancePartsPros.com

I cannot get a wiring diagram for this unit as GE likes to keep tech. info a secret.

It does sound like you have a grounded element.
Looks like the unit has dual elements so you will have to check both of them.
Check the heating coil.
Unplug the unit and both wires to the coil.
Check it with a meter, should be around 20 ohms (guessing a bit on the ohms).
Then check from each side of the coil to the case/frame, both should be infinite ohms (open). If not the coil may have sagged or broken and is touching the case. This can cause it to run and the thermostats cannot regulate it.
