My washer would not spin unless I pushed the knob to one side or the other. Everything else woked fine. I ordered a new timer and veryfied it was the correct one when it came. It was the right one and I put it on. I pluged it in and seemed to be fine. I put in clothes and went upstairs back to work. About a half hour later I heard water running and came down to find my basement flooded. The timer never moved from 8 which is what I set it on. The washer never stopped filling up. As I mentined before everything worked fine except the spin cycle before I put this timer on. Do I have a defective timer or what?

No, the timer does not affect the fill level of the machine.
I would bet the water level switch pressure hose came off when you pulled the console to replace the timer.
Lift the console again and check the clear hose going to the water level switch. I bet that is pulled off. :)
