The water level is at about the heater element, lots of water comes out of the arms, but they don't rotate. I've checked the impeller and cleaned the bottom of the unit. No obstructions. I don't see any scale anywhere. What next? Is the pump the likely culprit?

Check that the arms rotate freely.
Check that the angled holes in the spray arms are clean.
Check that none of the arms have split.

Check that the flappers in the rear water distribution channel are OK. Could be that the water is gushing out of one of these instead of going to the spray arms.

Check the over pressure filter clipped to the side of the rear water distribution channel is OK.

Check the water level most units fill to just below the heater element.
Note some units fill to just over the heating element, I am not sure about this unit.
Try adding a couple quarts of hot water after a fii, if it nor sprays correctly then odds are the inlet screen filter on the water valve is partially clogged.

Checked all that, again. Water level is fine. Any higher, and it'd leak. No cracks or splits, no plugged holes. Flappers are new and functioning. Over pressure filter is clean. Soooo. Pump?

You have checked everything, at least everything that I can think of.

All that is left is the pump.
Pull it and take it apart.
Hopefully something will show up.
