Mr. Gene, The transmission pulley will turn both ways. It will do this whether the belts are on or if they are off.

What I was trying to explain earlier was a test someone told me to try. They said to start the washer on the agitation cycle and see if creating more belt tension by holding the motor will get the transmission turning. When I did that the transmission would barely turn and the belt did a lot of squeaking. When I gave it more tension the motor would stop turning.

The transmission housing isn't supposed to rotate during agitation. It is prevented from turning by the brake. Only the input shaft turns and the output shaft rotates back and forth for agitation. These shafts are within the transmission housing. You say you can rotate the pulley CCW (viewed from below) continuously? When you do this by hand, does the agitator agitate? If not, check the stop lug on the bottom of the pulley. It is screwed to and splined to the transmission input shaft. The drive lug on the pulley engages the stop lug and forces the input shaft to rotate. If the stop lug is rotating but the transmission input shaft is not, then the splines are stripped. If the input shaft is rotating but the agitator is not moving then the transmission is bad.

The splines must be stripped. The drive lug on the pulley is rotating the stop lug on the shaft, but there is no rotation of the shaft. If I rotate the pulley CW, there is full rotation of shaft and the transmission. Then if I rotate it CCW, everything rotates initially, and then only the pulley rotates. I hope that helps. Where do I go from here?

Have you checked to see if something is jammed under the agitator? If there is nothing there, I think you have a bad transmission. Take the screw out of the bottom of the shaft and remove the stop lug to check the splines. They are not very deep. Remove the pulley by rotating it CCW until it comes off. Place the stop lug back over the shaft and try to rotate it either way. If it won't turn the input shaft, something is jamming it. Either a bad transmission or jammed agitator. The transmission is repairable and parts are available but doing the repair depends on your mechanical skills and abilities.

I hope it works out for you but that is a Whirlpool vertical modular washer design and is a real piece of junk in my opinion and most any tech that has worked on them as well as the many consumers that have had problems with them. They are everywhere being sold under various name brands and model numbers. There is no Maytag company, it's just a name. That washer design has been out for 3 years now and there have been many problems with it. Maybe, and hopefully, you will get many years of trouble free operation out of it. Just wanted to let you know. The only decent top loader nowadays are the Speed Queens but they run around $800.

I knew I should have consulted you guys first. Any more suggestions? This thing is a little noisy! I don't mind spending money on quality equipment.
